Ryan Sweeney works with municipalities, public agencies, and partner organizations to strengthen urban forestry programs throughout Illinois. His work focuses on grant administration, urban forestry policy, and building local government capacity to create healthier, more resilient communities.
Sweeney’s professional interests are centered on applied public policy and the role of government in advancing climate change mitigation and adaptation. Before joining The Morton Arboretum, Sweeney practiced law in Arizona, with particular focus in the areas of complex civil litigation, institutional risk management, administrative law, and land use law. He obtained his Master of Laws degree in environmental, natural resources, and energy law. This background has equipped him to effectively navigate regulatory frameworks, collaborate with public agencies, and translate complex environmental policy issues into practical guidance for local governments and their institutional and community partners.
At the Arboretum, Ryan integrates his legal and policy expertise by leading grant-funded programs, advising communities on urban forestry policy and best practices, and developing legal policies and educational resources to support local decision-makers. Through this work, he helps communities strengthen urban forest management, improve resilience to a changing climate, and realize the long-term environmental, economic, and social benefits of healthy urban forests.
